Position: Deputy Vice Chancellor, Finance & Admin

Frederic Karangwa Ngirabacu serves as Acting Deputy Vice Chancellor in charge of Finance and Administration at Africa Health Sciences University. He brings over two decades of international experience in investment, strategy, finance, and operations, having worked across Africa and Europe with leading firms in auditing, financial services, telecommunications, energy, and healthcare.

Mr. Ngirabacu currently also serves as Deputy Chief Executive Officer of King Faisal Hospital Rwanda, where he oversees all non-clinical operations and leads the institution’s strategic and financial transformation. He has led mid- and large-scale hospital expansion projects, driven significant revenue growth, and steered the institution toward financial sustainability. Throughout his career, he has held senior executive roles in pan-African entrepreneurship development, energy, and telecommunications, building a strong track record in strategy execution, investment structuring, institutional reform, and operational leadership.

Beyond his executive roles, Mr. Ngirabacu has extensive experience as an international business consultant, advising sponsors, SMEs, and investors across healthcare, infrastructure, agribusiness, and real estate sectors in multiple African and European markets. He has also served on the boards of several financial and healthcare institutions, including as Audit Committee Chair of a leading insurance group.

Mr. Ngirabacu holds a Master’s degree in Business Engineering from HEC University of Liège, Belgium. He is a native speaker of Kinyarwanda and French and is fluent in English.
